Founder
Lisa Sigler, APR, has more than 40 years of experience in strategic communications, stakeholder engagement, issues management and marketing/public relations. She founded Sigler Communications in 1996 after a successful career in both corporate and agency settings.
A skilled project manager of large, complex and often controversial projects, Lisa is a seasoned strategist and counselor who has worked with dozens of Fortune 500 companies, government agencies and entities, non-profits and trade associations. She has successfully helped clients plan, permit, construct and operate projects ranging from $500 million to $2 billion.
Lisa's niche expertise includes water and public infrastructure, environmental and natural resource issues, healthcare, and corporate communications. Clients value her direct approach, fanatical commitment to client service and results, and her desire to deliver high-quality work cost-effectively.

Chuck Montera
Vice President
Chuck Montera has more than 20 years of experience in communications, public engagement and issues management. Prior to joining Sigler Communications in 2000, he had more than 11 years of experience in customer relations, sales and marketing.
He has extensive experience managing marketing, public involvement, media relations and advertising campaigns for water utilities, senior living providers, Colorado-based hospitals and trade associations. He currently manages and oversees multiple accounts for Sigler Communications, many of which have been clients for more than 15 years.
One of Chuck's strongest assets is his unparalleled relationship with news media and his ability to place stories with both national and local outlets. His niche expertise includes water infrastructure projects, public utilities, environmental issues, professional trade associations, healthcare and senior living.

Janet Rummel
Senior Consultant
Janet has nearly two decades of experience leading public relations, issues management, and stakeholder engagement for municipal water and wastewater utilities — including extended in-house tenures at Colorado Springs Utilities and the North Texas Municipal Water District. She directed strategic communications as the project owner representative for two of the largest water infrastructure projects in the country: the $850-million Southern Delivery System for Colorado Springs Utilities and the $1.6-billion Bois d'Arc Lake project for NTMWD. Both were multi-year, multi-county programs that required navigating intense scrutiny from elected officials, regulators, community leaders, property owners, and the media on purpose and need, environmental and construction impacts, land acquisition, and rate increases.
Her crisis experience is direct and operational. At Colorado Springs Utilities, she managed communications through employee injuries, water main breaks, wastewater spills, service outages, winter storms, and wildfires. At NTMWD, she led public and stakeholder communications through a major pipeline break that flooded 13 homes, an ammonia leak at a water treatment plant, chemical and wastewater spills, and an employee fatality. As a consultant, she has developed crisis preparedness plans for utility clients across boil-water advisories, chemical spills, system and pipeline failures, drought response, natural disasters, and serious workplace injuries. She has completed FEMA Advanced Public Information Officer training and is certified under the National Incident Management System (NIMS).
Janet has also guided utility communications on water quality issues — including PFAS health advisories, lead service line replacement programs, and disinfectant treatment controversies. She led Sigler's work for the City of Greeley's lead service line inspection and replacement program, developing the campaign strategy, messaging, and all public-facing materials. In 2018, she helped NTMWD navigate a nationally amplified water quality controversy involving Erin Brockovich, developing the information and tools that diffused public concern and restored community confidence in the treatment process.

Account Manager
Bryn Webster has been supporting the Sigler team for over eight years, providing clients with writing, social media, communications and project management skills. A content generation expert, she coordinates website development, media communications, collateral development, social media creation and implementation, stakeholder database management and project analytics.
Bryn has helped lead communications on two of the biggest new water projects in Texas and developed and executed media relations strategies that placed key client stories in local and trade news across the country.

Patrice Quintero
Senior Consultant
Patrice Quintero brings more than 20 years of communications and public relations experience to Sigler, with deep expertise in utilities, economic development, government, infrastructure, technology, crisis communications, executive communications, community relations, media relations, and issues management.
Her career spans some of Colorado's most prominent institutions. She spent nearly 15 years at Colorado Springs Utilities, where she served as Senior Public Affairs Specialist, building expertise in communicating complex utility operations to diverse public audiences. She went on to serve as Communications Manager and then Vice President of Communications at the Colorado Springs Chamber & EDC, where she led the organization's communications strategy through a period of significant regional growth. Earlier in her career, she served as Communications Director at USA Cycling and as an Associate Producer for NBCOlympics.com during the 2000 Sydney Games.
Patrice brings the kind of practical, roll-up-your-sleeves energy and substantive public-sector experience that complex infrastructure and issues work demands.
