Opposition that organizes before the proponent does is the most common reason infrastructure projects stall. The technical case, the environmental review, the engineering — none of it matters if the community has already decided the project is wrong. Stakeholder engagement is the work that prevents that outcome.

We identify who has standing — elected officials, regulators, adjacent landowners, business associations, civic organizations, environmental groups — and build a structured program to engage each audience before opposition does. That means stakeholder mapping, message development, coalition recruitment, public meeting management, and the sustained outreach that turns neutral parties into informed allies.

The work is not transactional. A stakeholder who understands why a project is necessary — and who has been treated as a partner rather than an obstacle — will still be an ally when opposition arrives. One who received a mailer and a public meeting notice will not.

We have built stakeholder programs for water infrastructure projects, energy facilities, environmental remediation sites, and corporate clients navigating community opposition. The scale varies. The discipline does not.
