Technical accuracy is necessary but not sufficient for effective risk communication. We have watched technically impeccable risk assessments fail to move communities — and in some cases, actively inflame them. We have also watched organizations with genuinely complex risk profiles build durable community trust through disciplined, honest communication. The difference is rarely about the science. It is almost always about the relationship.

Superfund sites are among the most challenging communications environments in environmental work. The history is usually long and often painful. The science is genuinely complex. The regulatory process is opaque to most community members. And the communities most affected — typically lower-income communities of color that have borne a disproportionate share of industrial contamination — have often been given ample reason to distrust the institutions responsible for their protection.

Here is what we have learned about communicating risk in these environments.

Trust is the prerequisite, not the outcome.

Most risk communication programs are designed to build trust by communicating accurate information clearly. The implicit model is: if we explain the science well enough, people will understand the risk, accept the conclusions, and trust the process. This model is wrong — or at least, it is incomplete.

Trust is not built by communicating accurate information. It is built by demonstrating, over time, that you are honest about what you know and what you do not know, that you are responsive to community concerns, that you treat community members as intelligent adults rather than problems to be managed, and that you follow through on your commitments. Information accuracy is a necessary condition for trust, but it is not sufficient.

In practice, this means that the communications program at a Superfund site must begin with a genuine assessment of the community's trust baseline. What is the history of this site? What promises have been made and broken? What concerns have been raised and ignored? The answers to these questions shape everything about how communications should be structured — and they cannot be answered from a conference room in a distant city.

Plain language is not optional.

Risk assessments are written for regulators, not communities. They are dense, technical documents that use specialized vocabulary, probabilistic language, and regulatory frameworks that are opaque to most readers. Translating them into plain language is not a communications nicety — it is a fundamental requirement of meaningful public participation.

We have reviewed risk communication documents that described cancer risk in terms of "excess lifetime cancer risk of 1 × 10⁻⁵" without explaining what that number means in terms that a community member can evaluate. We have seen exposure pathway analyses that described contamination routes through technical jargon that obscured rather than clarified the actual risk to residents. These documents do not communicate risk. They communicate complexity — and complexity, in the absence of trust, is interpreted as concealment.

Effective plain-language risk communication translates technical findings into terms that answer the questions community members actually have: Is my family safe? Is my drinking water safe? Should I let my children play in the yard? What should I do differently? These are not simple questions, and honest answers are sometimes uncomfortable. But they are the questions that matter, and they deserve direct answers.

Acknowledge uncertainty honestly.

Risk assessors are trained to be conservative — to make assumptions that protect public health when data are uncertain. This is appropriate and important. But it creates a communications challenge: when community members learn that the risk assessment was based on conservative assumptions, they sometimes conclude that the "real" risk is lower than reported, and that the assessment was designed to be reassuring rather than accurate.

The discipline is to be explicit about uncertainty from the beginning. What do we know with confidence? What are we less certain about? What assumptions did we make, and why? What additional data would reduce the uncertainty? This kind of transparency about the limits of knowledge is counterintuitive for organizations that want to project confidence — but it is far more effective at building trust than false certainty that later requires correction.

The community is not a homogeneous audience.

Superfund site communities are not monolithic. They include long-term residents with deep attachments to the neighborhood and long memories of the site's history. They include newer residents who may not know the history but are concerned about their families' health. They include property owners worried about values. They include local businesses worried about stigma. They include community organizations with varying levels of technical sophistication and varying relationships with the responsible parties.

Effective risk communication programs recognize this diversity and design engagement accordingly. The information needs of a long-term resident who has been attending community meetings for twenty years are different from those of a family that moved into the neighborhood last year. The communication channels that reach one segment of the community may not reach another. The concerns that drive one group's engagement may be entirely different from those that drive another's.

What "done" looks like.

Risk communication at a Superfund site is not a project with a defined endpoint. It is an ongoing relationship that must be maintained through the remediation process and beyond — through construction, through monitoring, through any changes in site conditions or regulatory status that affect community health.

The goal is not to achieve a moment of community acceptance. It is to build the kind of durable trust that allows the community to evaluate new information in a context of confidence rather than suspicion. That trust is built slowly, through consistent honesty, genuine responsiveness, and demonstrated follow-through. It can be destroyed quickly, through a single instance of concealment, minimization, or broken commitment.

The organizations that do this well treat risk communication not as a regulatory obligation but as a professional and ethical responsibility — to the communities they serve, and to the integrity of the process itself.
