Martin Marietta is one of the nation's largest producers of construction aggregates, including crushed stone, sand, gravel, and specialty materials. The company and its railroad subsidiary Rock & Rail were expanding operations in Weld County, Colorado — one of the fastest-growing regions in the state — and needed to build a ready-mix concrete and asphalt plant served by the railway. The project faced organized local opposition and required county permit approval and a zoning change.
Sigler was retained to develop the communications strategy and stakeholder support program necessary to advance the project through the permitting process. Our work centered on the intersection of extraction industry operations, land-use approval, and community relations in a politically active county environment.
Our team developed messaging on the economic benefits of the project to Weld County, including high-paying jobs and the provision of building materials essential to regional growth. We prepared and helped Martin Marietta host briefings for community leaders to educate them on the facts and counter misinformation. We coordinated closely with the company's technical and legal teams to ensure public-facing communications were accurate and consistent. We encouraged local leaders to participate in public hearings to express their support, served as media spokesperson for the project, and coached company spokespeople for interviews. Our team wrote and placed supportive letters with the local newspaper editor and scheduled editorial board briefings with local and statewide media.
Martin Marietta received a county permit and approval for a zoning change that allows the plant to operate. Sigler also built a dedicated website for Rock & Rail and supported the communications transition as the subsidiary took over the project. The successful permit approval in a contested environment demonstrates Sigler's ability to navigate organized opposition, coordinate with technical and legal teams, and secure community and regulatory support for extraction industry operations.
